About the Conference
The California State Water Resources Control Board, the California Regional Water Quality Control Boards, the California Coastal Commission and the U.S. Environmental Protection Agency invite you to participate in the 2008 California Nonpoint Source (NPS) Conference. This event will highlight specific projects and practices being used to successfully address the leading cause of water quality impairments in California—nonpoint source pollution.

The 2008 California NPS Conference will be held on May 5-7, 2008, at the San Diego Marriott Mission Valley.

The Registration fee for this year’s conference
($200.00)
provides you with all conference-related materials, two days of concurrent sessions covering 12 topics, lunches on both days, breaks, and a poster reception.
This year’s speakers will share their knowledge on how sustainability and an integrated holistic watershed perspective
can be incorporated into NPS problem solving through local, regional and global efforts.
Plenary sessions highlighted by our keynote speakers will also include time for networking with other important professionals in the nonpoint source field.
Please make sure that you book your hotel reservation before the cut-off date of April 10, 2008, in order to ensure the California NPS group rate. Attendees must ask for the room block under the name "CA Nonpoint Source Conference" in order to obtain the group rate. We cannot guarantee that this special rate will be available after April 10, 2008.
Optional Activities
Field trips and workshops will be conducted concurrently on Wednesday, May 7, 2008.
Field trips have limited seating and will be filled on a first come, first served basis,
weather permitting. If field trips do not meet minimum attendance requirements by the registration deadline, cancellation may occur.
Please remember when you get to the payment information page, you may sign up for only one of the following three options as they will be run concurrently.
Field Trips
A) After the Fires: Water Quality Management in San Diego and the Wild Animal Park. ($30.00)
This field trip will include a tour of the watersheds affected by the 2003 Cedar Fire and
2007 Witch/Harris fires in San Diego County and the San Diego Zoological Society Wild Animal
Park facility in San Pasqual Valley. Staff from the Wild Animal Park will describe the Park’s
Master Plan for NPS pollutant reduction, water quality protection in exhibit space, public education,
and it’s response to the fires. The field trip will include stops at key locations in Poway and Rancho
Bernardo, discussion of the fires, NPS environmental stressors associated with fires and runoff, agency
responses and plans to address future fire impacts, and ongoing or planned restoration and BMPs to protect water quality.
This field Trip is limited to 50 people and will depart the Mission Valley Marriott at 8:00am and return at 2:30pm.
B) Extreme Watershed Tour: Adventures among the Grant Projects in the San Diego River Watershed. ($30.00)
This field trip will include a driving tour of the lower San Diego River watershed
with stops at several Proposition 13 bond act funded projects sites and the sites of future
projects proposed for funding through the Proposition 50/84 IRWM grant program.
The field trip will include discussion of NPS projects and role of watershed management
planning and bringing in diverse stakeholders. This field trip is limited to 50 people
and will depart the Mission Valley Marriott at 8:00am and return by 12:30pm.
Workshop
C) Understanding and Addressing the Impacts of Hydro-modification in Watersheds (no additional cost)
Hydromodification (AKA Hydromod) refers to alterations in the hydrology of a watershed and is
associated with dramatic changes in water quality, habitat, and function. Examples of
hydromodification include changes in impervious surface coverage, stream channelization,
wetland destruction, and other forms of altered hydrology. As land use changes and communities develop,
the need to better understand and address the impacts of hydromodification has become increasingly important.
Participants in this course will learn how and why hydromodification relates to water quality,
floodplain management, stormwater management and treatment, aquatic ecosystems,
and stream form and function. This workshop will also provide an introduction to tools,
techniques and approaches to assessing, reducing and preventing nonpoint source impacts of hydromodification.
Workshop Outline:
- Water 101: Basic principles of fluvial geomorphology and hydrology will be covered to provide an increased understanding of the way water moves through a watershed.
- The impacts of hydromodification: Understanding the importance of maintaining water balance/ flow/ hydrology. Examples of worst-case scenarios, typical scenarios, etc. will be reviewed.
- Assessment, planning, restoration and prevention – Introduction to tools and approaches for addressing hydromodification impacts in communities.
- Planning and Assessment (channel evolution models and stability assessments, analysis of impervious surfaces, soil analysis, and other indicators of hydromodification.)
- How to develop a natural system-based approach to stormwater management.
- Case studies of Low Impact Development – including disconnecting and reducing impervious surface, setting aside critical areas (e.g. buffer zones, erodible slopes), and maintaining the balance between watershed sediment supply and sediment transport capacity (stream power).
- Examples of regulatory obstacles/ requirements.
